This excess cannot exceed 80% of the injured player's salary (excluding amortization), and can only be used for new registrations and cannot be used for renewals.

However, if an application is filed during the summer transfer window (as in Ter Stegen), the excess will be reduced to 50% (i.e. no more than 40% of Ter Stegen’s salary) unless the medical board confirms that the injury will last for five months or more, in which case, 80% can be reached.

In addition, the replacement must be "position-to-position": one goalkeeper replaces another goalkeeper, and one on-court player replaces another on-court player. Therefore, in this case, both Joan-Garcia and Szczesny comply with the operating logic, while Rashford does not comply with it, according to Article 107, point 6 of the Economic Rules. The

rules also stipulate that if the club registers a substitute but allows the injured player to play or be on the roster within three months before the injury is restored (four months if it is an injury of more than five months), La Liga will reduce the salary limit three times to the excess awarded, according to the provisions of Point 7.

This means that if Ter Stegen returns and plays within three months and his annual salary is about 12 million to 14 million euros, the club will face a fine of 14.4 million to 16.8 million euros, which will have an impact on future registrations.

Signing the report does not completely free up Ter Stegen's salary space, because once he recovers and re-avails, this part of the space will disappear. In other words, it is a temporary but critical solution: it allows clubs to meet La Liga financial equity requirements by registering Joan Garcia, but still needs to find additional cap space when Ter Stegen returns to avoid another Olmo-like situation.

Now, the final decision lies with the Medical Committee. If they confirm the injury period, Joan Garcia will be able to register and guard the goal for Barcelona from the beginning of this season.
